His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, announced the approval of a major initiative aimed at transforming Dubai into a global hub for education and future talent.
The initiative includes a set of policies and programs designed to elevate Dubai’s international standing in the fields of education and human development. A key component is the plan to attract leading international universities, positioning Dubai among the top 10 global destinations for undergraduate and postgraduate studies.
On his official X account (formerly Twitter), Sheikh Hamdan stated:
“Today, we held an Executive Council meeting and approved initiatives that will transform Dubai into a global hub for education and future talent. We also approved a plan to attract top international universities to make Dubai one of the world’s top 10 study destinations.”
The implementation of these plans will be carried out in cooperation with the Knowledge and Human Development Authority (KHDA) and the Dubai Department of Economy and Tourism.
Other approved initiatives include a national academic and career guidance policy aimed at better preparing Emirati students for the future labor market.
The Council also approved the “Air Quality 2030” strategy, which aims to ensure clean air in Dubai for 90% of the year.
Additional key decisions include the establishment of the Dubai International Mediation Centre and a new governance framework for public construction projects — both intended to enhance transparency, improve financial planning, and ensure higher-quality public infrastructure execution.
