The United Arab Emirates has further solidified its position as one of the world’s most attractive destinations for regional and global headquarters in 2025, thanks to its strong economic performance and growing investor confidence.
According to Kearney’s FDI Confidence Index, the UAE has secured the second spot globally among emerging markets, reflecting the country’s stability and dynamic business environment.
In recent developments, PayPal announced the opening of its first regional headquarters for the Middle East and Africa in Dubai, while global telecom giant Veon relocated its global headquarters to the city, leveraging Dubai’s strategic location to manage worldwide operations.
Meanwhile, Abu Dhabi has attracted major investment firms such as Fortress Investment Group and Partners Group, further strengthening its position as a growing regional financial hub. In addition, Bitcoin.com has officially joined the DMCC Crypto Centre, marking a key step in the UAE’s strategy to establish itself as a global leader in the digital economy and blockchain.
Experts highlight three main factors behind the UAE’s appeal:
Strategic location as a gateway between East and West with access to Asia, Europe, and Africa.
World-class infrastructure, including advanced airports, ports, communication networks, and smart cities.
Business-friendly regulations, such as 100% foreign ownership and modern legal frameworks.
These new entrants join global tech and finance giants like Google, Microsoft, Amazon, Meta, Oracle, Visa, Mastercard, and Cisco, which have already chosen the UAE as their regional base. The government has reaffirmed its commitment to supporting investment and infrastructure development to sustain this growth momentum.
