The UAE government has approved Federal Law No. 14 of 2024, which will be enforced starting March 29, 2025. The law introduces significant changes in licensing requirements, traffic violations, and associated penalties.
Three Categories Exempt from Obtaining a UAE License
1. Drivers with a valid license from a country recognized by the UAE.
2. Holders of a valid international driving license visiting or transiting through the UAE.
3. Individuals with valid international or foreign temporary permits who do not reside permanently in the UAE.
Requirements for Obtaining a Driving License
According to Article 10, applicants must:
Be at least 17 years old
Pass a medical examination
Successfully complete the driving test per UAE regulations
Conditions for License Suspension
A driving license may be suspended or not renewed if the driver is deemed physically or mentally unfit or for security reasons.
Six Violations Leading to Driver Arrest
1. Causing death or serious injury
2. Severe property damage
3. Reckless driving
4. Driving under the influence of alcohol or drugs
5. Providing false information or refusing to present documents
6. Fleeing an accident scene or disobeying police orders
Vehicle Impoundment Cases
Lack of proper safety equipment or valid license plates
Driving without a valid license (except for exempt cases)
Unauthorized modifications to the body, engine, color, or chassis
Vehicles involved in criminal investigations
Penalties for Driving Without a Valid License
First offense: AED 2,000 to AED 10,000 fine
Repeat offense: Minimum 3 months imprisonment + AED 5,000 to AED 50,000 fine
Driving with an invalid license: AED 5,000 to AED 50,000 fine or 3 months imprisonment
Repeat offense: Minimum 3 months imprisonment + AED 20,000 to AED 100,000 fine
Pedestrian Regulations
Crossing roads is allowed only at designated areas
Crossing roads with speeds over 80 km/h is prohibited
Pedestrians violating these rules may face civil and criminal liability
Penalties for Unintentional Manslaughter in Accidents
Minimum AED 50,000 fine
If caused by running a red light, driving under the influence, or driving with a suspended license: At least 1-year imprisonment + AED 100,000 fine
